'Territorial claims for the Arctic: The role of UNCLOS and international law'

a brief talk with Charlene Caprio, Esq., Attorney from New York City.

Questions to be discussed include:

• Who owns the Arctic Ocean and the resources under its waters?  Which countries are making claims?

• What is the role of the UN Convention on the Law of the Sea?

• How should conflicting claims be resolved?

• Russia will file a claim with the UN in 2015 to expand the boundaries of its continental shelf in the Arctic. How will Russia do this?

• The U.S. has not ratified UNCLOS. Why? What does this mean for U.S. claims and interests?

• What are some other sea claims/disputes happening in world? 

Charlene Caprio is a corporate attorney who also consults on various international environmental law matters. She consults for a Greece-based project (SAIL MED) promoting wind energy in cargo shipping and for Archipelagos Institute of Marine Conservation, a Greek non-profit, non-governmental organization. Charlene is also the principal in the Law Offices of Charlene Caprio, PLLC, based in New York City, where she has advised various start-up companies. In 2010 Ms. Caprio spent time in Moscow researching and reporting on Russia's  energy efficiency legislation for the U.S. Embassy. She started her legal career at Simpson Thacher & Bartlett, a well known multi-national law firm, where she advised clients on energy project financing, banking, capital markets and other matters. She was a student summer intern at Herbert Smith Freehills (Moscow). Ms. Caprio earned an M.A. in Russian studies from Yale in 2001 and a Juris Doctorate from Columbia in 2007.
