Jessup Summer School - The reasons why we require Moscow teams to support regional teams with housing.

If someone has a personal problem for hosting someone, then they should take it up with their academy, coach and teammates, as nothing in our policy requires individual students in the summer program to host regional students one-on-one.  Your academy can deal with the obligation by providing rooms in a dormitory, housing students with other students, or even by finding them a cheap hotel, hostel or short term air-b-n-b apartment.  Teams that need hosting will be mainly Russian regional teams and teams from the near abroad and Eastern Europe and not necessarily consist of the full five people.

The purpose for which we began this summer school several years ago was to even the playing field through helping students from Russia’s far flung regions and the near abroad, who are hampered in the competition by the lack of international law professors and native speaking teachers familiar with the competition.  Moscow students are not hampered this way, but to the extent that Moscow students wanted to participate in the summer program, we decided that we didn’t want to exclude them.   However, in the early years, only one or two teams from outside Moscow managed to make it here for the summer school.  This was because salaries and prices in Moscow are far above those in the regions, and in the current economic climate the non-Moscow teams simply can’t afford to both pay for flights or plane tickets and accomodations to spend two weeks in Moscow. Thus, rather than close the program down because it wasn’t reaching the regional students it was intended for, or moving the program to another city that was cheaper and more accessible to regional students but more difficult for Muscovites, or charging a much higher price for everyone but including travel/housing costs in the program costs, we chose to implement the policy of requiring Moscow participating teams to host regional teams. 

Moreover, the spirit and motivating force of this summer school program,  and the spirit and motivating force of the Jessup competition in general, is to promote international law and international understanding, friendship and cooperation among students from different schools.  We believe that hosting a regional school gives your school additional contacts and the possibility to make new friends and learn from new people, thus furthering this goal.
